I saw a video of the snakes on the news and the snakes appeared to be garter snakes. Harmless, unless in packs; then they turn into man killers. Just kidding. Garter snakes will pack up like that during breeding(usually in the late spring)and denning(for the winter). If anybody cares, the garter snake is the only known predator of the poisonous-skinned rough skinned newt. And there is some speculation that the garter snake is evolving an anti predator defense involving a rasty smelling substance ejected from the anal opening by glands. Don't know about the evolving part, but, I have had a few garter snakes slime me.

"...The snakes are likely a terrestrial garter snake..."
As opposed to an extra-terrestrial garter snake.
