The dangerous guy is the guy who thinks he can handle it because he has a lot of practice being drunk. The dangerous guy is the guy who is wasted.
My point is about targeting the people who cause the vast majority of the problems. Lowering the level did nothing to address the problem.
I didn't mention one of the biggest problem groups, repeat offenders and those driving without a license because it has been suspended or revoked. Such drivers should be jailed, and they typically are not.
