Shame used to be a powerful motivator.It also led to busybodyism, which diminished personal liberty. Heinlein once said "freedom begins when you tell Mrs. Grundy to go fly a kite". In many ways, he was right.
People having opinions about the personal business of others does more harm than good. As long as the parents take proper care of this child, I would say that there is no reason for them to be ashamed of anything.
