The next judge, Titus, could have done the same thing, or ended it because of the ludicrous photo ID; but he chose to pass, because he was afraid of the public reaction.
They must have a picture of Pontius Pilate washing his hands in the front of every lawbook and in the chambers of every judge, to remind them of proper judicial conduct when faced with an adverse public.
