Sounds like baloney to me. There was a thread about it a few days ago, but it seems to me that this bears resemblances to the cold fusion fiasco of a few years back.
Keep in mind I'm no quantum physicist; I have a spectator's amateur understanding of it. That said, the only thing I can think of that would make this appear to be free energy is if these guys have somehow tapped the zero-point energy. Zero-point energy isn't exactly 'free' but it is a different animal, as far as we know, and assuming it even exists. As far as I know, it's never been observed directly. There are probably some large brain pans here on FR that could give you a much better explanation.
I think the more likely explanation is that these guys are full of crap. However, there's nothing wrong with a peer review of their technology. At least once they're proven wrong, they'll go away and we won't have to listen to their empty promises anymore.

It's easy. You just build an antenna with itty-bitty hooks on it that extends into one or more of those extra dimensions, and catch a bunch of those loopy little strings that pervade our space, and you have all the energy you need.
Of course we have to build that antenna in 3 dimensions, in THIS space. But I am working on it in my garage, and just need a few million dollars to complete my research. Just deposit it in my pay-pal account, and I'll send you a stock certificate, suitable for framing....
