If they had an old sample from when Karr got picked up in California in 2001, that's the earliest it was in the data base. BUT, going BACK into data bases after a period of years just isn't done.
They should have mandatory re-runs on Cold Cases of Sexual predators and serious physical crimes.
We just changed NYS Law to expand our base. Our DA was esctatic but he said it's still not enough. They don't get in the base if they're for minor crimes. IF, DNA is the upgrade from fingerprints, any conviction should have a DNA sample attached.
We are also active in posting predators in the Towns. Found out we have two new ones in my town. We're doing more than ever before but we'll never be able to do enough.
