One question: She spoke of a sealed affidavit. If arraigned, will that automatically be unsealed or is it at the discretion of the judge?

That is up to the judge. The affidavit is sealed at first so the perp does not know what evidence they have or don't have, and also so the press doesn't go completely wild with it. After the arraignment, the judge has the discretion to unseal the affidavit or if he feels unsealing it would be prejudicial to either side, he may choose to keep it sealed.

This affidavit may lead to more "cold case" files being looked at. Is this why the guy is all over the place??
