There was an American reporter who interviewed bin Laden before Sept. 11th. And I am thinking that this interview took place a year before. In the interview he does outline what he hopes to accomplish.
And, isn't he already on a wanted list because of all of his previous terrorist attacks?

Maybe because the President has issued and signed a Presidential Directive or Order for a death warrant for the guy...shoot on sight...in which case there would be no need for an arrest warrant.

No warrant? I'd question whether or not that's even true.
From FBI's site:
"USAMA BIN LADEN IS WANTED IN CONNECTION WITH THE AUGUST 7, 1998, BOMBINGS OF THE UNITED STATES EMBASSIES IN DAR ES SALAAM, TANZANIA, AND NAIROBI, KENYA. THESE ATTACKS KILLED OVER 200 PEOPLE. IN ADDITION, BIN LADEN IS A SUSPECT IN OTHER TERRORIST ATTACKS THROUGHOUT THE WORLD."
I'm guessing that there's no warrant for 9/11 mostly because there's already a warrant from 1998.
