In my case I advocate attacking their populations. We should especially exploit any differences between their populations. For example, in Iraq we should have encouraged a bloodbath by the Shia and Kurds at the Sunni's expense.
Dunno what divisions we can exploit in Iran and Syria, but once located we should exploit them mercilessly.

In modern times both sides consider the propaganda war essential. We must accept this situation with the media world we live in. Targeting populations wont win any propaganda battles either at home or on Aljezzera, and may not win on the ground either. It could be a dangerous trade-off. Great army movements create great headlines around the world. Grey Whiskers does suggest many excellent rule changes following his line that I quoted. Snipers dont make great headlines, but often are nearly as effective. And lets stop the anxiety over renditions and Guantanamo.
