Because if you are SMU, it will get you the death penalty. The NCAA would never do that to Oklahoma, but there are probably folks there who would love to come down on the school for its role in breaking the NCAA TV monopoly, and thus the program can't engage in blatant violation of the rules as can some of the programs.
They wouldn't do that to an Alabama either. They would however crush both with massive penalties making it virtually impossible to field a competitive team for 4-5 years and destroying the depth on the bench.

That is also why I said OU needs to get rid of the booster. A rotten booster can destroy a program in 15 minutes or less.
Agree 100% that SMU got screwed btw. That is what the NCAA rules committee does.
