The problem with this is that many people work illegally for cash in North Carolina. Kim Roberts Pittman even bragged about all her "tax free income" in one of her interviews. If they never pay tax, they never get a refund to confiscate.

And I'll bet that any dirty cops,judges, and ADAs and DAs
don't list all their income, either.
