In the late 1990's there was a group of Greek monks who started a rock band called "Eleftheri". They ran a camp for kids and the kids kept saying to the priests, "You always tell us what music not to listen to, but that leaves nothing left for us to listen to." So the monks formed the band, and Eleftheri actually topped the music charts in Greece. (I've heard them and they are really good.)

But one of the main things that the monks demanded of their music company was "no barcodes" or other electronic identifiers on their CDs. As a matter of fact, they did a song about the evils of barcodes and electronic identifiers for humans.

This sounds like the Serbian government is attempting to do exactly what these monks warned against!
