Americans pay some of the highest wholesale gasoline prices in the world. Don't believe me, go here. http://tonto.eia.doe.gov/dnav/pet/pet_pri_spt_s1_d.htm Look for prices in Rotterdam and Singapore, before taxes. The price being twenty or so cents higher in the US, as compared to Europe or Asia, is for a reason. US laws make the US formulations, unusual by world standards, less popular with non-US refineries. Refiners in the US face reduced overseas competition. Windfall, at your expence. It doesn't cost that much more to make, but they can charge more because of the artificial shortage. I'm getting tired of hearing about the refinery shortage, the problem is continual law changes.

The engineering company I work for is currently constructing what will be the largest refinery in the world, in India. The client has contracted us to make it as flexible as possible, so that a large variety of gasolines can be produced. I can't wait until we commission this plant!

Well, in a way it is Bush's fault, and Clinton and every other president who didn't push the legislative branch to do away with the stupid green laws and start drilling our own resources, off shore or where ever else we can find it.
Mainly, however, it is the peoples fault for allowing this shit to happen in the first place by not voting out the idiots who kept passing the stupid eviromental laws that hog tie research and development AND allow things like "blends" for different parts of the country to be forced upon us.

How is the creation of boutique fuels Bush's fault? These requirements have been around for a long time. Bush had the requirement for these specialized fuels lifted after Katrina and in fact I believe there is currently some relief for refineries to produce this stuff.
