L. Neil Smith, libertarian fiction writer, came up with this idea back in the early 1980's with his first major book, The Probability Broach.

I'm just wondering why some researcher in the US didn't get to it first. Isn't this kind of stuff the kind of thing WE are supposed to excel at?
