Back in April I attempted to purchase something from ECOST.com after the information was taken I was notified from the sales person that they do not ship to APO addresses so I cancelled the order, the next day I discovered that the item was charged to my account and shipped to an alternate address. I contacted them and they stopped the shipment and said that the charge would be removed and money refunded.

Well to make a long story short after 4 calls and an email they still have not returned squat.

Hence my question does anyone know the proper agency to contact for this type of fraud / event?

Any assistance would be appreciated

Contact your bank or card issuer and advise them. They can handle it from there. I had the same problem with my debit card and contacted my bank. They took care of the problem and refunded my money.

Contact your CC Company and request a "CHARGE BACK".........

Call your credit card company and dispute the charge.

Aside from calling your credit card, I'd recommend a credit check from the three major credit agencies.

As folks have already stated, call your credit card company... if they don't do the charge back, then go with a new company.

Additionaly I'd go to the Better Business Bureau web site to see if this company is already on their bad boys list. If not, then I'd info BBB.

I'll make sure I never purchase anything from ECOST.com (thanks for the warning).
