Pretty much any paint program can do what you want.
Just be sure to save the image into .jpg or .gif (compressed) format.

If you are running Windows XP, you can do it directly from the explorer window. RIght-click the file's icon, and "rotate photo" should appear as an option in the pop-up menu.

Photodex Corp's Compupic Pro will do batch files, and is quite reasonably priced. Just don't forget to do the batch massaging to a set of copies of the photos...

Google's Picasa2 will do everything you want.. its free and works on Windows and linux... install it and choose picture/batch edit>>

better yet, with Google Picasa 2(its free) just highlight all the pictures you want to rotate and at the bottom just press the rotate button the choose "export" really simple... if you want to change the color of the pictures or rename them at the top choose picture/batch/"then whatever you want to do"...
