From the reports that I’ve seen it’s perfectly possible. Juventus were trying to ensure they won, rather than fix scores for some dubious betting ring. The players are trying to win anyway so they just need to get at the referees.
There certainly could be player complicity, but most of the focus seems to be on others involved in the sport.
