How hot can it be in England, that she couldn't wear a blouse? And a hijab, I guess, to cover that thing on her neck ... but it's not like Pakistanis are dropping over from the heat in Hertfordshire.

A cotten oxford shirt, buttoned up would be relatively cool....and the Pakistani dress is usually a tunic and trousers....

Which is quite comfortable.
