You have to play the odds. With limited funds, you have to put your money where the most likely threats are. Otherwise this pot of money is just more pork barrel spending to buy favor in the various states.
I know everybody wants a piece of the pie, but when the purpose of the pie in the first place is to prevent terrorist violence, you would think they could contain their natural impulse to grab as much as possible.
In any case, it is a done deal. The folks in Dubuque will all get their cut, and the next time something happens in NYC, everybody will shake their heads and wonder how that happened. I accept that this is inevitable. Just don't ask me to like it.
