I got it. The vampire fetches the victim for the lich.

The lich drains the creative spark from people that is how it extends its life. After all, our creativity is what lives on after we are gone.

The vampire gets to suck the blood but not kill them.

Afterward the poor victim is released to wander the world filled with the knowledge that once it was capable of doing great things but now there is nothing there.

More like the vampire is the victim of the lich.
The lich needs the energy and immortal vitality of the vampire to envigorate and regenerate.
