Wouldn't common sense tell the SANE nurse to do a blood draw to check for date rape drugs, considering she was reporting a rape, and a rape kit was used? How can that slip past anyone?

Maybe, because the false accuser gave an account of what happened including the way in which she was "raped" the SANE nurse assumed she was not drugged.

When I was researching SANE protocol, somewhere I remember reading a tox screen and blood alcohol will be done if there is reason to believe they may have been a factor in an alleged rape.
The patient has to consent to that test.
