That is just not true. There are probably quite a few bad eggs in the Baltimore ranks, though, considering they have that liar and gas-bag nO'Malley as mayor.
I'm not talking "bad cops," I'm talking their "energetic" and creative enforcement of the laws, particularly traffic laws.
