Under anti-terrorism laws, there should be a threshold for purveyors of fake documentation being classified as capital criminals, and becoming eligible for the death penalty.
The threshold could be the quality of the fake documentation. The better the fake, the more likely that the crime can be classified as a capital offense.

This is what the Bush administration has spent more money on -- fraudulent document factories. Before, agents spent hundreds of man hours trying to determine which documents were legal and which were not and if they got lucky, it resulted in the arrest of one employer.
