They woman was first taken to a rehab center. It was there she called rape and was transported to Duke Hospital.

According to this police report (thanks MF) taken supposedly at 1:22...

If I read it correctly she claimed rape at Kroger's, unless this report DATE/TIME is dated when the call came in and simply details the subsequent events not necessarily given at that paritcular time....

If you read it through again, you'll realize that she didn't claim rape at 1:22 am. i.e. "subsequent events not necessarily given at that paritcular time"

Well here are your choices:

1. She claimed rape at the Kroger despite being described as unresponsive there and the police took her to a drug rehab first and then later to Duke Hospital.

2. The police took an unresponsive woman to the rehab, she became more responsive and claimed rape and then the police took her to Duke Hospital.

The police on the scene are generally about preserving the crime scene. They will get yelled at by higher ups if they fail to do that. It seems to be a pretty easy call to me that verions 2 above is much more likely to describe the situation than version 1 above.
