A 13-year-old girl who told Zion police she was raped by seven boys in an apartment complex laundry room last month has recanted her original statement that she was forced to engage in the sexual activity.
Authorities are only pursuing charges against the eldest boy involved, who at 17 can be prosecuted as an adult for having sexual contact with a minor, Zion Police Chief Doug Malcolm said in a statement.
No other charges will be filed. The youngest boy linked to the April 19 incident in the 2600 block of Gabriel Avenue is 12.
The boys were interviewed separately and described in detail the consensual sexual acts and denied any use of force, police said. Physical evidence also showed there was no coercion, according to Malcolm.

This is irrelevant. A 13 year old cannot consent.

Fourteen is legal for sex in PA, but if a minor has sex with an adult they can get you for corrupting the morals of a minor, but not for statutory rape if the young one is at least 14.
In that case, neither can the 12-year old boy. So charge'em all, and let God sort it out.

If 17 was the oldest, its seems that all of those involved were minors and therefore couldn't consent. So are you going to charge them all for raping each other? No, you get this girl some help, and figure out who molested her as a child to set her up to make herself such a victim.

Key word here is "recanted." IMO if she would have pursued the charges she or her family would have been in danger.
The girl is receiving psychiatric counseling and had been going to sessions before the incident, Malcolm's statement said.
From the story it appears this was not the girl first sexual experience.
I think the girl has been molested for years.
Sex for her is probably one of her first memories.
