IT is amnesty for 2 reasons:
1. They get up-front legal status
2. The 3 year rule will NEVER be enforced
They get up front legal TEMPORARY WORKER status
And it better be enforced, because without enforcement, NO LAW is worth the paper its written on. We have laws on the books today to deport all illegal aliens, and that obviously is not working. We are offering a carrot (temp worker) to go with the new stick (enforcement).
