LANCASTER - The hundreds of feral Chihuahuas are gone, but Emma Harter, their erstwhile owner, was back in court Wednesday on some leftover charges. Harter, of Acton, was convicted in 2004 of animal cruelty and ordered to pay $371,090 in restitution to Los Angeles County Animal Control. She received five years' probation along with a court order to seek counseling concerning treatment of animals and an order never to own animals again.
Back in court for sentencing on misdemeanor charges that included battery of a police officer and six county animal code violations, Harter given four days in jail, time she had already served, Deputy District Attorney Steve Heller said.
When Animal Control officers went to her house in 2002 they found appalling conditions, including 200 feral Chihuahuas, mostly sick and dying puppies, their feces caked on the floor, a tick infestation and a dead chicken under the couch.
As the case unfolded, some of the dogs died and others were euthanized because of their maladies. Heller helped arrange for the remaining 174 dogs to be transferred from Animal Control to a Los Angeles-area Chihuahua rescue organization, which sent the surviving animals throughout the country for adoption.
The restitution amount was calculated based on boarding and impounding costs and labor expenses. Housing the 174 dogs for 274 days cost Animal Control $7.50 a day per animal, Heller said.

"feral" is also an odd choice of words. How could these animals be feral living inside her house?
