Your guess is as good as mine. If I had to guess from this article she failed to come home in 1993, her father located her at a house in Creedmoor and was told by her in 1993 that nothing happened. Then on August 18, 1996, when she turned 18 she went to the police for some reason or the other (don't know what that is) and reported that she was indeed raped in 1993.

That's just speculation on my part. The story should become clearer as the reporters gather more facts.

Was her future husband hearing rumors that she had been the town toy of Creedmoor and she came up with the gang rape story to throw him off?
