Populations of feral cats, if uncontrolled, expand quickly, overwhelming sources of food supply, resulting in starvation and malnourishment, and an early and painful death for these wild felines. The practice of ear-tipping is a common method of managing colonies of feral cats; when a cat is spayed or neutered, and thus unable to produce more felines to overwhelm the food supply, it is marked by removing the top portion of one ear. This way, it is not subject to dangerous surgery to alter it when it has already been altered.
Properly done, ear tipping allows the caretaker to easily spot any new cat entering the colony, and neutered cats will not have to be retrapped. Any ear-tipped cat trapped in error can be identified easily within the trap and immediately released.
Now, while there may be much debate on what to do with illegal aliens, another unmanaged population in our country, there is nearly universal consensus that once a person has been deported, they should not be permitted to return. Indeed, those who are deported repeatedly and still re-enter the country time and time again incur great risk to themselves, and great expense to American taxpayers. Furthermore, since recidivist border-jumpers are far more often a criminal element in other ways, not only are they a great source of physical danger to innocent Americans, they also tarnish the reputation of all illegal aliens by being otherwise indistinguishable from them.
In order to take an effective step to solving this problem, and to facilitate the recognition of those who have been deported, I offer this modest proposal: ear-tipping of the involuntarily deported. This would make recidivist illegal aliens instantly recognizable to innocent Americans, other aliens, and law enforcement alike, letting each know that appropriate defensive steps should be taken to ensure the safety of families and children. Furthermore, by making it impossible to blend back into the US population, it would protect the recidivist illegal aliens themselves by discouraging dangerous treks on foot across hostile desert sands on the southern border of the United States.
I think that's been ruled unconstitutional, but bar coding their foreheads might work.

all we need to do is require businesses to show that their costs were paid to legal residents/citizens before they can deduct them.
Require guest workers to apply at the US consulate at their home country, with fingerprints.
Oh, and build a wall/fence and allow use of deadly force against people sneaking over.

It is the simplistic, magic thinking that prevents the comprehensive solutions at all levels from coming forth.
