Excellent question. 51st state would probably cost the most.

making it a state. Currently, they gain all the benefits of US citizens, and pay 0 to the US in return.

Puerto Rican independence will cost you far less in taxes than either of the other options.

I spent some time on Vieques a few years ago and found that many of the locals were on welfare or worked at Roosevelt Roads. The local communist groups can't wait for the Viequenses to be absolutely poverty stricken. (It's hard to preach class warfare to the comfortable.)

I understand that life on the big island isn't much better, except the tourist dollars that enter (and stay) in San Juan.
