Excuse me but you are off base I believe. My response to you is "oh please."
Do people take their children to swimming pools???? I believe the young ladies at public pools and beaches wear FAR more revealing outfits there. Are we teaching our children (boys of course, and boys are bad) to LEER at scantily clad women? (by the way, you don't usually have to teach that).
Also, it's a sexist moment to imply that only men do the leering. Sure men do it and are famous for it. THAT's the nature of the gender in our species. Heterosexual men are attracted to attractive women. ALSO, women do their share, trust me.
Have you recently visited a High School? The girls wear T-shirts (layered of course) so tight you can read the care and use labels from the outside. So who's doing the 'provoking' BY CHOICE anyway?
Hooters is not a lascivious skin joint. The girls wear opaque hose and foundation garments under their T-shirts and shorts. There is less skin in a Hooters restaurant than you might imagine.
I encourage you to not judge Hooters so harshly, or the people who go there. Adverse opinions of the place I believe are driven more by uniformed opinions (often known as prejudice) more than fact.
I will grant you that their billboard advertising never features a flat-chested young lady. But go see the reality.
Lastly, I am glad my sons are attractive to attractive women. Afterall, I married one 28 years ago and she's still beautiful.

As opposed to "leering" at half-dressed cheerleaders at a "wholesome" ball game?
And I have seen little girl's birthday parties there.
