For their local neighbors, they'd put a nuke on an aircraft, fly it over the target, and detonate over the target. Nothing fancy, but darned effective.

Yep. Even worse than a ground detonation. Especially if the detonation occurs at an altitude that would allow the formation of a precursour shockwave.
