We got an email from the DEAN!!! She's "interested in the situation" and wants Steve to write an letter documenting about what has happened so she can respond!

If the Dean wrote TO Steve, it could well be BOTH! Sounds like a GOOD thing to me!

Ok...I just got off the phone with Steve and he said it's a request to take the two hours this semester. But I think in the request, we should also try to NOT take the 2 hours this semester and have his graduation date retroactive to December as soon as his thesis is approved and defended as we were originally led to believe.
It's going to be hard copy, delivered in person on Friday.

Appears the Snarky Secretary told the Dean and the Dean now has taken an interest and is actually trying to help...at least to make sure Steve gets the 2 hours he has to have to graduate this semester.
....so you wait until Steve gets his degree and call the Dean to tell her what a sham and fraud her department is. In a nice way, of course. :)
