Depends on the breed and the dog... I know little dogs that are a lot more active and need a lot more exercise than some of the really large breeds, particularly after middle age.
I wouldn't own a dog in the city because of the walking issue. I don't walk behind my dogs with a baggie, they go out in the yard whenever they want :~D
Fair enough, but I used to know a couple of freaks who kept a great dane in a 12x15 studio along with themselves.

And when the aliens do come, should they land on Manhattan, they are going to naturally assume that this planet is ruled by furry four-legged overlords, followed around by groveling two-legged slaves for that very reason.
I sold a spinone puppy years ago to a couple in Greenwich Village. They lived in a loft (I actually got to go visit them one time). The dog seemed quite happy, got walked more often than most dogs (people with back yards frequently don't walk their dogs) and got to go to "the country" with the family for weekends. I think it was the life of Riely. Plus, they were photographers and one day I was looking at a dog catalogue, and recognised the face of one of the models. I called them and sure enough, it was the puppy I had sold them. Kinda cool....
