This horse abuser should be banned from equestrian events forever. She obviously cannot control her temper.

Our horses are strong and can be difficult. Keep your temper people... walk away if you have to. The horse learns only the wrong things from abuse.

If I am going to scold a horse I slap the chest....the sound of it is more intimidating to the horse than the hit itself. If one thinks a girl or a man can hit a horse hard enough with a fist or a leg to hurt the horse, then one doesn't know horses..hitting or kicking a horse usually ends up with the homo-sapien enjoying a broken hand or foot.
Never hit a horse around the head, especially with the chain part of the twitch. A headshy horse is a total pain in the arse. There are many better ways to train a horse
Having said that, the trainer has probably gotten enough negative feedback to shame her into not ever doing this again, especially if she had to pay the vet bill.
If you believe this incident is enough to send someone to jail, then come down to West Tennessee or Northern Mississippi and see the Tennessee Tortured Horse in all its prime. With your criterion 50% of the horse owners around here would go into prison for their treatment of horses.
I signed the petition. I know what it's like to be truly angry with a horse but in all my years of training I never hit one hard enough to draw blood, even when they tried to kill me. I cannot imagine hitting one with a chain, much less hitting it in such a way as to require 22 stitches and staples to close the wound! This is horrible. Sure, accidents happen, but this was not accident; this was vicious. This girl needs jail time and psychotherapy to straighten out her rage reactions.
BTW, a google search suggests that she's just riding at the training/first level. So she's not some big dressage expert (as, indeed, she could not be at only 20). She's just a spoiled, violent prima donna. The only excuse she could have had is if the horse had attacked her, which seems very unlikely considering that he's just a nice plain TB gelding.
This type of behavior is so far from the principles of classical dressage that it isn't even in the same universe. She should be censured by the USEF and probably will be if she is still a member.
A top-ranked jumper trainer/rider was lifetime cashiered from USEF for killing horses for the insurance money among other things. His son was fined and suspended for a time for using sharp objects under the front boots on his jumpers to keep them from hitting rails with their shins.
Where knowledge ends, violence begins.
