When I worked for the State of California, they made it a point to tell us that there is no formal legal relationship established when the interview process was underway and no hire had been done.
They also *nudge* *nudge* *wink* *wink* noted in passing that even though the State has a Commitment to Equal Opportunity that some people (Minorities, especially Disabled) are VERY difficult to remove once hired, even during "probationary period" and that all we had to show is that the candidate qualifications and those of the final hiree were reasonable similar (degree, years at work, and other objective criteria that had already been pre-screened anyway). The final hiring decision was 100% up to us and was absolute.
I always hired the best candidate, period, irrespecive of color or any other factor. I also never saw any of my minority hires play the victim card, because I hired based on the person and these folks, even if they didn't work out, had great self-respect.
But in the State Of California, the EEO rules work AGAINST minorities and disabled instead of HELPING them.
All Leftist policy results in the Law Of Unintended Consequences.
