I don't think it's real. It looks like a series of frames or still shots composited into an animation in some sort of software like After Effects or Premiere. The lights seem to sequence too quickly, the snowmen or what ever they are appear from the back row to the front without any sort of frames showing on the ones in front (they would be back lit after all), and white shapes appear and disappear in the sky, such as to the left of the upper left window, as well as subtle changes visible in the pixels in the road and foreground, leading me to believe they were shot at different times and edited together.
