It's an Elvish script, but the language is that of Mordor which I will not speak here. Translated, it says "One ring to rule them all, one ring to find them, one ring to bring them all and in the darkness bind them".

I would guess that it's Japanese, and that the script may have deteriorated over time, so you're not looking at complete characters.
Do you live near a university? You might take it in to the Foreign Languages department and ask around.
