I don't think the Broccoli's own the rights to every Bond story. The story to Thunderball I think was stuck in litigation for years, and another production company did the film as 'Never Say Never Again.'
Cage has clout: get the rights to Thunderball and show the Broccoli's you can do it better.
Though I really think the Bond franchise should be shelved for 25-30 years, it's just too stale.
Does Cage intend to fake an accent, or just play it as some kind of rogue American in her majesty's secret service?

The Britts want 007 and Harry Potter to be played by Britts. I heard Spielberg was pushing for Haley Joel Osment to be Harry Potter, but Rowling insisted the role has to go to a Britt kid.
