There is a need for the Sanitation Amendment, we can NOT allow a Judge to reinterpret the Constitution to write new law from the bench. Or the can, the head, the water closet...
I digress again!
Technically could this not be interpreted under clean air laws though?

No, because there is no smog devices at this time necessitated by law on a human flatulence perpetrator.
There are laws against not burning garbage, that comes the closest I can think of.
Since a person can fart beyond state lines, I think this would be falling under Federal laws of some kind though.
