Did you get any instructions as to what box and on what port to telnet into?

e.g. to telnet into some server called aserver.blah.com (provided it is listening on a default telnet port,) you'd type something like this:

> telnet aserver.blah.com

If the machine is listening on some other port than 23, then, you'd have to supply the port number, i.e.:

> telnet aserver.blah.com 1023

yes, we have all that info

could a firewall within the router cause a block?

if so, how would I log into the router
I remember the guy setting it up but can't remember how to get to the prompt to log in

If you've got a firewall on the router, you may have to allow telnet traffic, as it is most likely blocked.

As to how to logon to the router, it depends on the router's manufacturer, typically, most routers have a web interface, so to logon you'd (in the IE) go http://192.168.0.1/ or whatever address your router has. It looks like you'll have to find out how to check your router's configuration. If you have the manuals check what they have to say there, if not you'd have to contact whoever's set it up for you as they most likely changed the default password to something more secure.
