I'm sure it's a fake and even if it wasn't, WHO CARES? He is human and maybe wanted Condi to suggest a break so he could take a leak.

Who cares? Ah, you'd be surprised. It all has to do with public perception. I think that deep down inside of us there is a subconscious expectation that "our betters" (parents, teachers, loved ones, ministers, pop stars, policemen, elected officials, etc.) not be like us; not subject to all the frailties of the human flesh, i.e. burbling, scratching, blowing the nose, eating, drinking, getting up and going to the bathroom, etc. etc.

"They" know this. And they know that to show to the public the human side of these men and women is to less --in some degree or other -- the public perception/esteem of these people.

After all, are the surface we all know the POTUS, like your adored 3rd grade teacher, the Queen of England, the minister of your church,and the big-big-big boss at work has to use the bathroom just like we do. But there's still that little kid deep in our subconscious that is startled at this revelation, and develops an ever so slightly jaded eye re: this person.

So, IMHO, that's why this note was published. Another attempt to lessen our (the general public) subconscious image of W. Or, among the more juvenile among us, to subtly reinforce a gleeful perception, i.e. "Hey, get this! Bush as to take a leak! Harrar...harrar..."
