A basic rule I have (not mine, but borrowed) is, "Never ascribe to malice what can be explained by stupidity." This rule applies to bureaucrats, politicians, engineers, lawyers (well, maybe not lawyers), etc.
There are two reasons which back up the rule. One is Occam's Razor, that the simplest explanation which accounts for the facts is probably true. The other is the supply of stupidity. Among humans, stupidity is far more common than malice.
Lastly, the idea that this was a plot requires an "anti-Rove" somewhere who worked out this Machiavellian plan, and then signed up assorted Democrat politicians to carry it out. Has anything in the Democrat's unbroken record of greater and greater defeats in all parts of government at all levels for 20 years (excepting only the Clintons personally) suggested that there is an anti-Rove and any such coordination?
Nope, I'm with Jim on this. No plot. Just an excess of stupidity in local and state officials. Followed by the standard ploy after the fact -- twist the facts, lie about the facts, invent some way to blame the Republicans. That's the simple explanation, which I think is true.

He's been advising the fanatical and deceived, putting ideas in their heads that they truly believe are their own, for quite some time. Centuries, really. He advised Marx, Hitler, Stalin, and every other monster who has tried to lead mankind down the path to hell. And he likewise advises all the folks who follow such monsters, or who lacking a monster to follow, follow the ideas. In our times, he advises folks like Bin Laden, who has inherited the mantle, as Bush pointed out after 9/11 when he spoke of terrorism and Muslim extremism as following on the heels of fascism and communism. He also advises many much closer to home, on our own soil.
This fellow has always been around, since before even mankind, and millions today still respond when they hear his voice, even if they aren't even aware of it themselves. And they go forth to carry out his plans and do his will. When they fail, and they always eventually do, he simply conscripts some other useful idiots, for there are always many, many to choose from.
This fellow is not of the flesh. I trust I don't need to actually identify him by name.
