GWB could fix that... fire the head of FEMA, and put in someone with geniune emergency response experience - preferably someone with a military background.
Among things that disappear down the memory hole is the fact that Hillary, Daschle, Reid, etc. were in the MAJORITY in the senate when decisions about war and homeland security were being hammered out. Now they act as if they had nothing to do with legislation under GWB.
