I can sympathize. I have been a freeper a little over a year and I still need step by step instructions. Good luck and welcome to Free Republic.
< img src="whatevertheURL" > You have to use the open and close brackets as well as quotes around the address (without spaces - I used them here so you could see the brackets). When you hit the Preview button, there will be your picture so you can see it before you hit the Post button.

So, you will have to have the picture hosted on the net on a site that allows others to access it.
Then, you have to know the address of the picture itself on that server.
For example, I have a picture of myself shooting my FAL rifle on my site, that site is located on a server and the address of that picture is:
http://www.freewebs.com/jeffhead/jlhfal.jpg
In order to post it on this thread here, I would have to use the html code to post a picture which is: <img src="(the address of the picture)">. In this case, that would look like this:
<img src="http://www.freewebs.com/jeffhead/jlhfal.jpg">
Now, when I actually do that in my post on the thread, it produces this:
If you are out surfing the web and see a picture you like, you can usually right click on the pciture and then select properties from the pop up menu and see the address of the picture. Try it on my picture above. If you cut that address, and then paste it in a thread on FR using the html syntax I showed above, you can display that picture in your thread.

1. Go to PhotoBucket and register for a free account http://www.photobucket.com/
2. When you're in your album, under Add Pictures, there is a place to click if the photo you want to place is somewhere on the internet, or there is a Browse button if the picture is somewhere on your own computer.
3. Hit the Submit button to upload the picture to your PhotoBucket account, and look at it. There are 3 boxes under the picture with coding in them. Pick the middle one (the one that starts with "img", highlight it and copy it (edit-->copy)
4. Come over here to FreeRepublic, open your reply window, and paste it in (edit-->paste)
5. Preview it (remember, preview is our friend) Voila - it should appear like magic!
Here's my latest one:
1. Select the pic you want to post. Take it to your nearby Kinko's and ask them to make a copy for you, in the size desired. This way you won't ruin the original picture..
2. Back home, log onto whatever webpage you wish...then carefully using a small amount of Elmer's glue, gently affix the image to the screen. Works every time without fail
ONE NOTE OF CAUTION: Do NOT use rubber cement or super glue...

I use push-pins on flat-panel monitors. On the older kind, a little cellophane tape holds the pics up nicely.
