Almost all the docs I produce end up in a text format for exactly that reason. Unless you use Microsoft 'versioning' tool that comes with their office package you cant store multiple versions in a space efficient manner, nor can you overlay changes with multiple tools. Even with the built in versioning that comes with word you're very limited in enforcing proper tracking of who made the changes and when.
For many documents this is not a big deal but when your talking about operational manuals and procedural guidelines that live over the ten your course of a systems existence its huge.
