It seems quite coincidental that babesiosis, lyme, erlichiosis, West Nile Virus, Equine encephalitis, etc. are very concentrated in the Connecticut/New York area and the islands surrounding Plum Island (the USDA animal disease research lab).

My partner, Author William Thomas, and myself
have done an indepth study
of the Plum Island Animal Diagnostic Center,
located almost 2 miles off
the Eastern Tip of Long Island.
We have documented a horrific history of
carelessness and safety
violations. The latest was found in the EPA
Enforcement Database, 1999.
Yet, a couple of months after the violations, High
Priority Violator
RCRA and Significant Violator CAA, Plum Island is
appealing to the
public for a "so-called" upgrade to biolevel 4.
Plum Island is A BIOCONTAINMENT LEVEL 5
facility. It is on the same par
with the United Nations biolevel 5 facility in Trieste,
Italy.
Incidently, not far from the biolevel 5 facility in
Trieste, was an
outbreak of WEST NILE(like), Fall 1998.
According to protocol, samples from Animal disease
outbreaks overseas
are sent to Plum Island. The Italian "Equid"
outbreak involved horses.
According to Dr. Mertyn Malkinson, samples were
taken.
Plum Island officials deny ever having encephalitis
at the lab. YET, I
have a document that shows Plum Island Doctors
were testing vaccine for
Japanese Encephalitis on HUMAN VOLUNTEERS. I
also have documented that
there were indeed porcine with encephalitis at the
facility.
Why is Plum Island operating stealthly at level 5?
Why is there a push
now, after the West Nile/Kunjin like outbreak? Why
are people not being
told about the power outage at Plum Island in the
late Winter/Early
Spring?
STV Inc. installed an undersea fiberoptic cable,
through which all
power, even backup and telecommunication will
flow. During the
finalization of that cable, POWER TO PLUM ISLAND
WAS CUT.
Biocontainment is maintained through negative
pressurization of labs. In
other words, as you go toward the center of the
main facility, where the
exotic disease lab is located, there is more
depressurization. Without
power the negative pressure could equalize and
cause loss of
biocontainment.
Pathogens, very much like the altered strain of west
nile/kunjin could
escape.
Biolevel 5 containment in addition to negative
pressure labs, relies on
island status. Plum island is not quite 2 miles
from the mainland. Also,
biolevel 5 means that there are 2 or more
devistating diseases that are
not endemic to the area and which would be
considered illegal to have in
the Country. An example would be Foot and Mouth
Disease and African
Swine Fever.
After New York was hit with non-endemic diseases
like Malaria (boy scout
camp on Eastern Long Island, West Nile/Kunjin),
we began to hear that
Plum Island wanted to upgrade to biolevel 4.
Biolevel 4 meaning the
diseases at the lab have NO KNOWN CURE or
PREVENTATIVE VACCINE.
I have documents from the 1998 and also 1999
meetings of the USAHA. At
those meetings, during a few seperate committees,
I have minutes where
Dr. Mile Kiley calls Plum Island "the only
biocontainment level 5
facility in the U.S." Also at the 1998 meeting,
previous Director
Alfonso Torres, who incidently resigned this Spring,
also referred to
Plum Island as a biolevel 5 facility. Dr. Kiley went
on to describe
biocontainment level 1 through 5.
He mentioned that Plum Island needs funds to
upgrade the facility just
to maintain its present biocontainment. In other
words, Plum needs money
to operate safely.
I have been asking why Plum Island will not tell
people that it is a
level 5 facility. I can e-mail documents to prove
this, if anyone is
interested.
I have communicated with the World's best and
brightest Scientists re:
West Nile like. I have an e-mail from Dr. Lipkin in
which he describes
the profile of the virus.
Will Thomas and I have been interviewed on Art
Bell, Jeff Rense, David
Oates, and Alan Hutner Shows. We have an
upcoming interview with Rob
McConnel.
We cannot do this alone. Please, people, ask some
questions. Wrtite to
your representatives in Congress for some answers.
Plum Island is not a New York issue. It is a crow
flight away from most
of you.
I have all of the documents for every allegation that
I have made here.
I also have sources. I even have a source who spoke
about taking
submarine training course, while in the Navy, at
Plum Island. Given its
proximity to our sub base at Groton, Ct. I was not
surprised. I would
also imagine that some of the more deadly
pathogens are brought in via
sub. Possibly, directly or via sub to Groton, then
onto a Government
Ferry to Plum.
Why the dishonesty? I have visited many biolevel 3
labs. Never had a
problem with access. Why, then, is Plum Island
veiled in secrecy?
Sandy Hays the representative from Plum Island
did grant me an
interview, however, it was over the phone. I
requested a tour of the
Island, but, it was denied.
Please, if you are interested, ask questions. Call
your local newspapers
and radio programs. Will Thomas and myself have
documents and are
available for interviews.

The Department of Homeland Security's Plum
Island Biosafety Committee
According to the Bush administration's senior
science policy
officials, the way to address the problems posed by
ever more
aggressive US research on biological weapons
agents is not to
regulate laboratories; but to turn the matter over to
institutional
biosafety committees, the local bodies that review
research safety.
These voluntary committees, the administration
argues, have a culture
of responsibility that will ensure that dual-use
research with
biological weapons agents doesn't go awry. So it
follows that at
facilities such as those of the Department of
Homeland Security
(DHS), if anywhere, a robust and effective
institutional biosafety
committee system should be found. That is not the
case.
Few, if any, biodefense research facilities have had
as controversial
a relationship with neighbors as the Plum Island
Animal Disease
Center, a large biosafety level three lab located on a
small island
in New York. In the Long Island Sound between
New York and
Connecticut shores, Plum Island was originally
slated to be a US Army
chemical weapons lab. In the 1950s, however, it
passed to the US
Department of Agriculture and became USDA's
primary research lab on
exotic animal diseases, such as African swine fever
and foot and
mouth disease. In 1999 and again in 2002, USDA
tried to upgrade Plum
Island to biosafety level four. Each time, the USDA
was stymied by
local opposition that has been remarkably effective
at mobilizing its
elected officials' influence in Washington. (1)
Things are changing, however, and on June 1st,
2003, Plum Island got
a new owner. Since assuming control, the US
Department of Homeland
Security (DHS) has been coy about its plans, saying
that it does not
plan a BSL-4; but that Plum Island has a
significant role in DHS'
highly controversial biological weapons "threat
characterization"
agenda. (2) Recently, DHS revealed that Plum
Island will be renovated
and re-christened as the Department's Agricultural
Biodefense Center
(ABC).
On the face of it, DHS says it is "committed to
positive community
relations"; but in a recently-published notice in the
Federal
Register, it proposed to grant itself authority to
make secret the
environmental assessments of government activities
that are required
by the National Environmental Policy Act (NEPA).
The change would
make it possible for DHS to conduct activities on
Plum Island (and
other facilities) without divulging risks, effects or
even their
existence under NEPA. Plum Island is poised on the
bleeding edge of
DHS' research program on biological weapons, a
program that includes
activities that independent observers conclude are
practically
indistinguishable from offensive biological weapons
research.
Which brings us back to Plum Island's institutional
biosafety
committee (IBC), the local committee that,
according to the Bush
administration, forms the government's major line
of defense to
review dual-use research projects and to ensure
their safety and
security. Thus, if there is a place where the
government might
demonstrate that IBCs can in fact be an effective
mechanism to review
the conduct of dual-use bioweapons research, it is at
facilities like
Plum Island, which are under direct government
control and which have
missions that are focused on biodefense.
What has DHS done with the Plum Island
Institutional Biosafety
Committee? Nothing. Since DHS took over the
facility more than a
year ago, the Plum Island IBC has not met. Not
once. The committee
whose responsibility it is to ensure that research is
safe and secure
appears to be moribund. Not only has there been no
committee review
of Plum Island's new and ongoing research
projects, the committee has
not met to review safety conditions in laboratories
nor to perform
any of the other duties incumbent upon it.
Bush administration biodefense policy leaders claim
that IBCs can
take responsibility for the conduct of dual-use
research with
biological weapons agents; but the Department of
Homeland Security
itself does not maintain an effective institutional
biosafety
committee at Plum Island.

containment in
Plum Island, it did develop a type of enhanced
BSL-3 containment for
large animals for the Plum Island facility. Called
"BSL-3ag", the

ABOUT BIOSAFETY BITES
The Sunshine Project is in the midst of a survey of
nearly 400 US
institutional biosafety committees (IBCs). These
committees,
maintained at labs conducting federally-funded
biotechnology
research, are established to protect people and the
environment from
risks of biotechnology experiments. Now, following a
2003 study by
the National Academies and the establishment of a
federal biosecurity
board, IBCs are assuming a new "biosecurity" role
as the local
committees responsible for review of risky dual-use
research with
biological weapons agents.
In the course of conducting the IBC survey, the
Sunshine Project has
encountered a number of biosafety problems in
research involving
potential biological weapons agents. These include
physical issues at
high containment laboratories, risky experiments
approved with
dubious safety precautions and/or inadequate IBC
review,
dysfunctional and otherwise noncompliant
committees, and other types
of biosafety problems.
"Biosafety Bites" (#1, #2, #3, etc..) is a series of
short articles
that briefly describe cases of problems that primarily
relate to
laboratory safety. Biosafety Bites will culminate in
the publication
of the final report of the IBC survey, which will focus
on public
accountability and the fitness of institutional
biosafety committees
to take primary responsibility for the conduct of
dual-use research.

Island Fever

ellmore This summer, the Plum Island Animal
Disease Center off the
east end of Long Island suffered two outbreaks of
the foot-and-mouth
virus, one of many microbes researched and stored
there. Despite
letters from federal, county and town officials,
researchers from the
Department of Homeland Security and the
Department of Agriculture
failed to disclose the outbreaks, which took place in
June and July,
until nearly a month after the second occurrence.
The public learned
of them only after an anonymous tip reached the
ears of a reporter.
While the virus can cause illness in humans, it is not
fatal. But
these latest accidents raise the specter of a future
outbreak of other
germs with lethal consequences. They also
represent another instance
in a long history of failed and belated disclosures at
Plum Island.
Unless changes are made, the government should
close the lab.
Plum Island has a long and checkered history. It
began as the
brainchild of a German biological warfare scientist,
Erich Traub, who
was secretly smuggled into the United States in
1949 to perform
biological weapons research for the Central
Intelligence Agency, the
Army and the Navy. The laboratory was established
in 1954 by the Army
to research exotic germs for use against enemy food
supplies.
In the mid-1950's, the Army turned over control of
Plum Island to the
Department of Agriculture, which in turn
relinquished much of it to
the Department of Homeland Security last year. A
number of the germs
researched on Plum Island are dangerous to
humans and animals and some
are lethal, including the mosquito-borne Rift Valley
fever virus,
which causes hemorrhagic fever akin to the Ebola
virus and killed 600
people in Egypt in 1977 and 1978.
During the 1980's and early 1990's, Plum Island
was charged with more
than 260 violations of workplace safety law
violations by the
Occupational Safety and Health Administration,
including improper
disposal of virus syringes and radioactive cobalt-60,
unlabeled and
mislabeled hazardous chemical containers and
workers bitten and
trampled by test animals. In addition, according to
the Environmental
Protection Agency, from the mid-1990's to 2002
there were violations
of state and federal environmental laws, including
illegal animal
sewage discharges into local waters under the Clean
Water Act. The New
York State Department of Environmental
Conservation described the
environmental pollution as troubling, and in
December 2002, the island
made the National Resources Defense Council's
"Dirty Dozen" list of
the 12 worst polluters in New York and New Jersey.
After the Sept. 11 attacks, a file with information on
Plum Island was
found by American forces in Afghanistan in the
Kabul residence of
Sultan Bashiruddin Mahmood, a former nuclear
scientist from Pakistan
whom American officials have identified as an
associate of Osama bin
Laden. Last year, the Government Accountability
Office, the
investigative arm of Congress, found that laboratory
officials "have
not adequately controlled access to the pathogens."
Ostensibly in response to this and concerns raised
by elected
officials, in July Plum Island bolstered the small
24-hour detail
provided by a private security firm with part-time
federally trained
armed guards. Plum Island administrators claim
that the laboratories
are as safe "as a federal courthouse." They stress
that the scientists
work only on animal pathogens, particularly
diseases that affect farm
animals. They say that Plum Island is well
protected, and that they
meticulously detail biological safety and security
practices to
reporters with whom they've pledged to be
forthright about problems
that arise. They boast on their Web site that they
are "proud" of
their safety record.
But the foot-and-mouth outbreaks that occurred
this summer raise
important questions: How did it happen? Were
proper safety measures
followed? What is being done to prevent it from
happening again?
To address some of these problems, several security
measures should be
taken. First, armed couriers should be employed to
transport the
foreign germs that arrive at nearby international
airports and are
carried along Connecticut and New York roads.
Moreover, emergency
first responders like county fire and police officials
should be
notified of each trip and be properly equipped and
prepared to respond
to a biological accident or terrorist attack. Second,
the Department
of Homeland Security must enforce a no-flight zone
over Plum Island.
And third, the department must re-establish full
federal control of
the island. Plum Island's biological containment,
security, sewage and
water systems are now run by a private contractor,
but the work being
done there is too dangerous to be in private hands.
By contrast, Plum Island's sister laboratory in
Ames, Iowa, holds less
dangerous germs and it is not privatized. In fact, in
2003, Senator
Tom Harkin of Iowa blocked an effort to install
private contractors
there. The Ames laboratory, he said, is "a vital
function of the
federal government, and it should remain the
responsibility of federal
employees." New York's elected officials should
follow Mr. Harkin's
lead.
Until these steps are taken, Plum Island will
remain a threat to its
neighbors and a soft target for terrorism. The
scientists at Plum
Island need to recognize that their laboratory needs
an overhaul, and
our elected leaders need to force real change there,
before we all
have to pay the price.

There is a Microbiology Lab at Plum Island off the northern tip of Long Island. It is said to be doing research on animal diseases that could be accidentally imported to the US. Mostly about horses in recent times. They are concentrating on equine encephalitis, an inflammation of the brain in horses that is spread by mosquitoes and is transmissible to humans. There are several coincidences that may arouse one's suspicions and lead to certain questions. What was the source of the alleged outbreak of West Nile fever in New York City? Why do studies suggest this the virus has been genetically altered? It actually resembles Japanese B Encephalitis which is deadly to horses, birds, and humans. The Opossum is evidently a host for the virus, since it has been found in live animals in the North Eastern states. Why was NYC suddenly doused last winter with malathion, an agent related to nerve gas and very toxic to humans and mosquitoes? Why are crows, blackbirds, starlings and other carrion birds dying all over the Eastern states, and as far west as Colorado, in large numbers? Why have there been many reports of the identification of a mosquito normally found only in Asia--Aedes japonicum?? This mosquito is a vector of Japanese B encephalitis virus and probably other viruses. It is now found in New England. Did the encephalitis cases originate from Plum Island? Did Plum Island import Aedes japonicum from Asia? Was the release accidental, or deliberate? Are Americans now at risk for an epidemic of mosquito borne encephalitis? Why is my informant quoted below seemingly being targeted? A swarm of mosqitoes were discovered in the cab of this person's truck and several bites were incurred. This person is now quite ill. The following is a quote from my informant, who is an epidemiologist: "I will keep you informed. I think that OraVax was working on JE family of vaccine and will probably market it soon. I found some anomolies with the original outbreak as you know. I think that the first 3 cases were actually St. Louis Encephalitis and the latter cases were Kunjin/WNV. Plum Island had been testing JE encephalitis family of vaccine on human volunteers. Drs. Peter Mason and Robert E Shope of Plum Island and Dr. Thomas Monath of OraVax worked on the vaccine. Then we have Dr. Jerry Hauer who was hired by NYC in Feb. of 1999 to head up the Office of Emergency Management. He is on the same Clinton biopreparedness committee with Shope, (Dr.Shope) who is now in the Univ of Texas at Galvaston. Dr. Hauer left the City right after the West Nile crisis subsided. Dr. Hauer went to the FBI to head up their biopreparedness dept. The CDC did release the blood work on the 300 residents of a 3 mile square of Queens New York. I will check into the reports. I do assume and did mention it last fall, that the birds who can travel up to 50+ miles a day would probably spread it South and Westward this Spring. All that one has to do is the Math. I would surmise that it spreads to Colorado this Spring and clear down to Florida and up through Eastern and Centeral Canada. If OraVax does market the chimerivax by the Summer, I would begin to wonder if the WNV wasn't "let go" by NWO people last March 1999. There was a power outage at Plum Island in march of 99, the same march of 99 when OraVax Co. was in financial crisis. I had discovered that Plum Island was the recepient of 10 million dollars from the Nixon Administration back in 1970 for the purpose of studying the use of mycoplasma for germwar. Dr. Jawad Al Aubaidi headed that Dept. in the 80's, until hostilities broke out in the Gulf, at which time he went back home to Iraq to head the Univ. of Bagdad Mycoplasma research dept. I am gathering evidence that proves Lyme Disease originated at Plum Island. I will keep you updated on West Nile. Over the weekend, I will see what I have in files. Emerging Viruses: AIDS & Ebola Nature, Accident, or Intentional?
I think this is idiocy on a GRAND scale; nature has been HARD at work developing life forms at all levels of the food chain and the MOST mankind can really be effective at is collecting a number of them and harboring them in petri dishes.
GIVEN the really, REALLY poor health practices that are present in parts of the world and you have the equivalent of a HUMAN petri dish where contagion can breed, mutate and spread ...

One thing I've learned over the years on the internet is that any paranoid schizophrenic who's off his medication but can still partially function, can set up a website and make allegations.
