IF...it's all just a "wash" why do it? To eliminate the principal of the franchise tax which is very rough on small businesses. The payroll tax will provide the same revenue, with the burden placed more on large businesses.
I would prefer to have business taxes eliminated altogether, since they are just passed on to consumers or taken away from employees, but property tax relief is more important right now.

I'm sure you agree that taxing certain behavior discourages it. Why then, would we want to place a tax on jobs?
