I'm sure you agree that taxing certain behavior discourages it. Why then, would we want to place a tax on jobs?

I'm sure you agree that taxing certain behavior discourages it. Why then, would we want to place a tax on jobs? That's not an absolute. Taxing necessities does not discourage that behavior. A tax on breathing for example would not cause mass asphyxiation.
I'm not for a payroll tax, I'm for property tax relief, and I'm willing to fight the battles one at a time.
