I think you're right, but I've seen the variant they seem to be using. I think the actual t-sip cowhead thing is the pinkie and thumb up, all other fingers down.

(But, hey, what do I know, I's just a lil' ol' Aggie...)

When my children were quite young, a home town girl, Heather Whetstone, was crowned Miss America. She had a hearing disability and as she walked down the runway, she put her hand up with her pinkie, forefinger, and thumb extended. My daughter had recently been taught that the gesture meant - I love you - and we all sign that to each other on a daily basis.
